In his 15 April 2010 deliberation, Mr. MacAulay claimed, although in my opinion the point is irrelevant:
“When asked, the claimant could not provide a clear answer as to why the Italian authorities would be motivated to take such extraordinary actions against him for so long and in so many countries.”
The following lines of Mr. MacAulay are even more partial [biased in my perception] and confused than these ones, and they denote a not understanding (or the will not to understand and deal with) of the terms of the question. You have them. You can check them.

What [this Canadian extension] is an absolutely exact/precise replication of the pattern of this strange insane and criminal clandestine operation from Italian [with NATO assistance] Secret Police Bureaux.
What anyway, I’d like to affirm now, is that, if he showed misunderstanding, in my opinion, of the core of the question, although, in my opinion, I have completely represented, in writing and in speaking, that kind of clandestine operations of which also I have been and I am object, the core of the question (these clandestine operations), although already represented from me are, at the same time, new evidence for the PRRA. In addition, since the Hearing Investigative Unit has been used, for what has been disclosed to me, essentially against me, and despite that it could not produce any evidence or piece of evidence against me, but finally, for what has been disclosed to me, only an annoyed answer of the Italic Police decidedly and exclusively in my favour and against the same Canadian authorities continued to ask for evidence and pieces of evidence against me, I may not really believe that the various Immigration offices, taken over since when I arrived to Canada from your CSIS which (unsuccessfully as usual) continued also on the Canadian territory the demolition operation against me orchestrated from Italic Secret Police Bureaux], do not know the total violation of human rights, privacy, etc organised against me since long time, as I have already represented.

Hello all, the last 2 days have been very busy media days for me since the breaking news of the CSIS (Canada's spy agency ) report. Here, in this hostel (347 West Pender Street), I am in room 17. It is on the second [third in North America] and last floor. They have been striking obsessively the wall, from room 16, since I arrived here. The insane louses doing this criminal job have been continuously changed since their progressive situation of psychological and physical breakdown. They have harassed hundred people, but they got no result against me.
In February 2010, we have been sent for a few days to a room in the underground of the building, since the prices of the hostel’s room and dormitory had been increased to three four times than the normal ones since the Olympic Games.
When we went back to the original rooms, on 1 March 2010, “my” previous bed was occupied. So I took another one, in this 6 beds room. It is not any more bordering room 16, but, now, room 18A, a single room.
So, new teams began an obsessive wall striking from room 16 and from room 18A, which is generally officially free. Other people use devices for watching through walls from other rooms, also from the floor below. Angela, an old female of the staff of the hostel, saw a rapid deterioration of her psychological and physical conditions, since her peeping tom activities with the devices for watching through walls. ...Also other ones... Also the ones, younger than her, are now using them...
A Vincent’s worker and an Italic [from Turin] waiter, also other ones, strike now from room 16 and continuously move, overall during the night, to room 18A. In the morning, if necessary, and during the day, they are replaced form a Hungarian or from some Canadians, sometimes alone sometime in couple.
The staff of the hostel, not only Vincent Fodera, is accomplice of these insane and criminal activities. They have been all alerted from Vincent. They have received from him the order to be cooperative with the CSIS-Carabinieri militians. So they are legally responsible. They all!
Actually, they get a decisive result, recently. ...Not against me... There is a Canadian from Iran. He is in a bunch of [2] beds from the same side as mine. The growing aggressiveness of the louses striking the walls from room 16 and from room 18A has reduced him to a condition of psychological breakdown. Already sad and depresses, he is now in delirium. He went to cry by Vincent. Vincent called the CSIS, which told him to exploit him for obliging me to immediately leave the hostel.
On Wednesday 12 May 2010, I went back to work perhaps a bit before 16:00. Vincent told the boy by one of the devices for watching through walls to call him just I had arrived to the hostel. I had just finished checking the mail, by the counter of the hostel, that Vincent Fodera emerged from his “staff’s rooms” he was painting. He called me. Trembling, visibly agitated, quite hallucinated, he told me that I ought to leave immediately the hostel and that he advised me to go to the hostel in 927 Main Street.
I told him that nothing had happened. What he could not contest, despite he tried, unsuccessfully, to argue I do not know about which fantasies he tried to propose.
He told me that he had let a note by my bed.
By my bed there was nothing.
I went back to the counter. ...No, 10 meters further, ...I knocked where I thought he was painting. Yes, he was again there. Ah, no, the note was by my previous bed (he told), now the bed of Alejandro, a Canadian from Mexico.
I finally found the note. It was written, in some way, that I had to leave immediately.
I went back, a few minutes later, changed clothes, now with no-working clothes. While I was going out, I gave him back his note, I told him that nothing had happened and that he had no right, according the B.C. law, to chick me out from the hostel.
He said: “But talk with Sam...” [the ~45 y/o chap from Iran, annihilated from the white torture from room 16 and 18A].
I answered him that nothing had happened [from my side and concerning me]. So I had no reason “to talk” with anybody. To talk about what? ...About others’ deliria and criminal activities?!
What I did. I did not talk with him. “They” [the CSIS-Carabinieri militians] are the insane criminals always “talking”, always in delirium...
I am absolutely quiet and peaceful with no question with anybody. I do not need “to talk” with anybody.
...They have created everything... ...Or retrying to create something... ...It is a hostel in such conditions that it may be closed in 5 minutes from whatever inspector or police officer... Just you go inside there is smell of smoke but not of tobacco smoke. It was told me that it is smell of narcotics. I have no experience in the field. I only know that it is not the smell of normal cigarettes. Perhaps, not casually, people are allowed to smoke everywhere. Sometimes even in the dormitories. Although, before Angela disappeared (she is not dead, but it seems she be not anymore there), sometimes she, by her peeping tom device [the device for watching through walls], saw people smoking and later she affronted them who did not understand how she could have seen them smoking inside their dormitories where they were alone.
Vincent called the CSIS for telling them that I was not available to leave the hostel and that he had been unsuccessful in creating any incident could justify his claim that I ought to leave the hostel.
They insisted that they absolutely needed some incident. I ought to and I must be obliged to leave the hostel.
Thursday 13 May 2010. I had just given to Alejandro a needle and thread for knitting some covers he had put around his bed, and he had just finished knitting them.
Around 23:00, Charles Paul Bedard Burgers [a chap of the staff] appeared behind me, beside my bed. I was doing something by my laptop.
He asked me whether Vincent had not told me that I ought to leave the hostel. I told him that I had told him that nothing had happened and that they had no legal right to kick me out.
Charles Paul Bedard Burgers said that it was told him that I have been seen devastating my bed by a knife. I answered that I had no knife and no gun and that he might check whatever he wished. I went out my bed. He checked it... No damage... ...Nothing!
He checked also the tents of the room. No damage. Nothing!
Actually, the louses passing their days and night by the peeping tom devices [the devices for watching through walls] are already insane and criminal louses and they are made more insane and criminal by their illegal “original” job. They are in a condition of permanent delirium... They told Vincent who told Charles Paul Bedard Burgers that I have been seen... ...But nothing of what they had “seen” had ever happened!!! ...Such is the level and such are the condition of the CSIS and its militians...
Such is the CSIS-Carabinieri’s militians credibility!!!
While Charles Paul Bedard Burgers was talking with me, Alejandro, who was sleeping, was awaken, called outside the room and obliged to change room. …Perhaps only temporarily, since some of his things remained in room 17. ...They’ll invent that he [suddenly] wanted to change room... …at 23-23:30 while he was already sleeping ...Deliria...!!!

At 7:10, Vincent Fodera went into “my” room [dormitory 17] and told me, apparently sleeping, that he had to talk with me just I could go downstairs [where there is the hostel’s counter]. He seemed very tense and agitated.
At about 8:00 I was going out without any particular intention to talk with him. Anyway, he saw me. I waited. He approached me and so...
...I already told that “they” [CSIS and “special” Carabinieri], unsuccessful, in all their daily crimes and insanities, had ordered him that he must create some case, for instance “I [Roberto Scaruffi] against him”, “I against everybody else”.
The CSIS and Carabinieri militians had told him what to argue so he previously told a lot of stupidities, insanities, really unsustainable arguments.
Now, he was quiet, not agitated as he had seemed to me before.
However, his arguing was not less deliriant.
Despite Charles Paul Bedard Burgers who had [re]inspected the room and even my bed the night before, as already told, he [re-]insisted that I had been seen devastating “my” room [dormitory] with a knife. I have no knife. And there are no damages. Tent and bed were and are in order for what even Charles Paul Bedard Burgers could testify after having checked everything. Perhaps they’ll do some damage now... Or perhaps tomorrow they’ll claim that some normal deterioration [that hostel is a very poor place...] is a voluntary damage. Anyway he insisted: “They have seen you.” There is no damage and I have no knife. “They have seen.” Deliria. And material evidence that they are deliria.
Periodically, overall in the week-ends, there are devastations in that hostel. Everybody sees and knows that they are devastation from the some CSIS-Carabinieri’s militians’ teams abundantly provided with alcoholics and narcotics from the CSIS.
So, know we/I have the certification [Charles Paul Bedard Burgers, of the staff, checked in my presence, and anyway they may check at whatever time of the day and of the night... ...Ah, since my things are NOT inside a locker, it is easy to check them when I am not here; lockers are very small and dirty. Since these inexistent, and verified inexistent, “facts”, he claimed “people had fear of me”. Nothing happened... Nothing will happen... I am never there. When I am there I am in my bed to read and to write... ...Other deliria on orders of the CSIS-Carabinieri militians... The CSIS-Carabinieri militians [giants twice me!] have fear of me? And so?! It is clear that they are not only criminals. They have also acute mental problems!
So, Vincent Fodera passed to insist that I ought to confess that I had some problem against him.

#14 Ah, all this is new documentation not available at the time of the hearing.
Why?
Your [and “my”] [administrative] judge told me that “Italy is a democracy” [...alias it cannot not to be innocent (Canada and “NATO”, too) ...from whatever overwhelming evidence I had produced]. I cannot use the transcripts of the hearing you gave me. My computer cannot read them. However, I remember everything...
Since, ALL the States of the world are “democracies” [everywhere people vote, pay taxes, abide laws and obey whatever government order, even insane and criminal orders, ...as you all well know...!!!], there was no connection between this propagandist-tautological statement of the judge of the hearing and the object of “my” hearing.
However, at the time of the hearing, I could not reasonably assume that even an Immigration hearing’s judge was so ignorant about social and political dynamics and realities, and so incapable of a rational and logical reasoning.
That assertion is clear evidence of that!!!
So, all this is new documentation, then not available for the just told reason.

I met him again on 6 June 2010, this [second] time on his request [the previous and first time, on Tuesday 20 April 2010, on my request when I asked “to talk with somebody”], when I went to the Immigration Offices for showing my face, as usual the first Thursday of each month.
Since, I have no telephone, immediately later I sent him an email, so he/they now know how to contact me rapidly.
